Rule 19
Procedure for issuing ballot papers

(1) After the voter enters the polling station, the polling officer or the staff appointed by him will look at the voter ID card and check whether his name is included in the voters' list and whether it conflicts with the voter's list. If the polling officer is confident that the person written in the voter's list is the same person after such check, he/she will be given a ballot paper to vote.
(2) When checking according to sub-rule (1), even if a minor mistake of writing or printing is found in the ballot of a voter, if the polling officer is convinced that the person written in the voter's list is the same person, the polling officer will give such voter a ballot paper to vote.
(3) According to sub-rule (1) or (2) before giving the ballot paper to the voter, the polling officer shall sign such ballot paper.
(4) According to sub-rule (1) or (2), after giving the ballot paper to the voter, the voter's name in the voter's list should be indicated in such a way that the manner in which he/she voted is known.
